LITTLE MEKONG VISION PLAN

The Little Mekong Vision Plan explored the mixed-use development opportunities to serve the existing businesses, residents, and cultural programs for the site at 422 University Avenue, working with Asian Economic Development Association (AEDA) staff and a collaborative group of business owners, the city agency representatives, and funders. Building on goals established in the Action Plan adopted by a series of EPA Local Foods, Local Places workshops in late 2019, the community developed the guiding principles that promote Language/Culture, Economic Opportunities, Festivals/Events, Accessibility and Equity, Social Gathering, Health and Equity, Network and Connection. Inspired by the Little Mekong Festivals and other cultural, art, and food initiatives, the design team developed the public space framework that offers opportunities for urban agriculture, food markets, cultural programs and events, social gatherings, community health, green infrastructure, access, and equity. The design approach includes the following ten site drivers developed from the conversations with the community groups.

SHOWCASE the vibrancy and energy of the Little Mekong community while reflecting the diversity of the larger Rondo / Frogtown neighborhoods.

MAXIMIZE the visibility of the Little Mekong Asian Business and Cultural District from University Avenue and the neighborhood.

ANCHOR public service assets and resources at accessible and welcoming locations.

ACTIVATE the cultural district by weaving a variety of types and scales of public spaces throughout the block.

BUILD community through the authentic expression of artistic, culinary, and cultural identity.

FOSTER community ownership of cultural assets, physical spaces, properties, and businesses for long term sustainability of the Little Mekong District.

INTEGRATE green stormwater infrastructure into outdoor spaces to reduce flooding and advance AEDA’s vision for a sustainable business district.

CONSERVE energy and integrate solar PV system, green roof, and smart materials.

SECURE safe and comfortable public spaces by integrating CPTED guidelines and maximizing visibility of the various activities throughout the site.

INCLUDE community ownership and support anti-displacement efforts; new development will include and prioritize the existing community in the shared economic growth.
